The main reasons for those attacks are continuation of colonization, exploitation and independence. Most of the terrorist attacks in protest against ruling system before 9/11 were in the form of “hijacking, bombing, vandalism, kidnapping and assassination”. Daesh is a terrorist group which their main aim is creating horror. Security Council in resolution 2249 (2015) expressly recognized Daesh operations as terrorist. The aim of this paper is answering this question by applying analytic-descriptive method, what is the role of States and international governmental and non-governmental organizations especially United Nations (UN), Amnesty International and Human Rights Watch for prevention and confrontation of Daesh? Given that international peace and security, civilian’s life and freedom and also friendly relationship of States are endangered by Daesh, international entities can demand Security Council not only to determine any threat to the peace, breach of the peace and security and take the measures which are necessary but also requests the International Criminal Court for putting Daesh criminals on trial.}, keywords = {International Humanitarian law,Human Rights Watch,United Nations,Security Council,Amnesty International,Daesh Terrorist Attacks}, title_fa = {پیشگیری و مقابله با حملات تروریستی «داعش» در حقوق بین‌الملل}, abstract_fa = {هدف عملیات تروریستی را ایجاد ترس شدید و علت آن را «ادامۀ نظام استعماری، استثمار و استقلال‌طلبی» دانسته‌اند. این عملیات پیش از حادثۀ 11 سپتامبر 2001 برای مخالفت با نظام حاکم به‌صورت «هواپیماربایی، بمب‌گذاری، خرابکاری، آدم‌ربایی و ترور شخصیت‌های مهم» بود. اما پس از حادثۀ 11 سپتامبر گروه تروریستی «القاعده» و «داعش»، با اهداف سیاسی مذهبی مبادرت به انجام عملیات تروریستی کردند. شورای امنیت هم در قطعنامۀ 2249 (2015) تروریستی بودن عملیات «داعش» را به رسمیت شناخت. پژوهش حاضر با بهره‌مندی از روش تحقیق توصیفی- تحلیلی درصدد پاسخگویی به این پرسش است که نقش دولت‌ها و سازمان‌های بین‌المللی دولتی و غیردولتی به‌خصوص سازمان ملل متحد، سازمان عفو بین‌المللی و دیدبان حقوق بشر برای پیشگیری و مقابله با عملیات تروریستی «داعش» چیست؟ با توجه به اینکه «داعش» صلح و امنیت بین‌المللی، آزادی و حق حیات و روابط دوستانه را به خطر انداخته است، تابعان حقوق بین‌الملل می‌توانند از شورای امنیت بخواهند تا علاوه‌بر احراز نقض صلح و اتخاذ اقدام مقتضی طبق منشور، از دیوان کیفری بین‌المللی درخواست محاکمۀ جنایتکاران «داعش» را کنند.}, keywords_fa = {International Humanitarian law,Human Rights Watch,United Nations,Security Council,Amnesty International,Daesh Terrorist Attacks}, url = {https://jplsq.ut.ac.ir/article_68248.html}, eprint = {https://jplsq.ut.ac.ir/article_68248_7785c6d1c367c84e90d7dc8e0b29ed9f.pdf} }
