However  statute book  has been backward toward the progress of the founding constitution. So that some of the recruitment rules of judges still contain provisions in force that are drafted under the constitutional constitution and in accordance with it. Procrastination in updating the laws has led to the initiative of the Judiciary's Code of Conduct. Meanwhile, efforts have been made by the judiciary authorities to submit legislative bills to parliament.
