In this theory, the principle is to recognize the right of people to own natural resources of oil and gas by the government and not to encroach and violate this right. For the full realization of People’s rights, using the advantages of the country, including its geographical location, having strategic reserves of oil and gas, cheap labor, in addition to removing the existing obstacles on the way to the realization People’s rights through amendment of laws, efficient management in the industry and its revenues are essential. Common sense affirms the necessity of monitoring, transparency and accountability of those responsible for their decisions and performance, and responsibility to public interest and interests as indicators for the realization of good governance and for our country reach the top position in the region. The main question is how is the record of the authorities evaluating the realization of the financial rights of the people in natural resources of oil and gas from the perspective of public reason? The actions of the authorities indicate some shortcomings and discrepancies with the right of ownership and the realization of the financial rights of the people in oil and gas resources, which have been examined in a descriptive and analytical way. عقل عمومی به معنای آگاهی، خرد جمعی و اطلاع مردم از حقایق و حقوق خود در یک جامعۀ مبتنی بر دموکراسی و قانون اساسی است. در این نظریه اصل بر به رسمیت شناختن حق مالکیت مردم بر منابع طبیعی نفت و گاز توسط حکومت و عدم تجاوز و تضییع این حق است. برای تحقق کامل حقوق مردم استفاده از مزیت‌های کشور از جمله موقعیت جغرافیایی، دارا بودن ذخایر راهبردی نفت و گاز، نیروی کار ارزان، به‌علاوه برطرف کردن موانع موجود بر سر راه تحقق حقوق مردم از طریق اصلاح قوانین، مدیریت کارامد در صنعت نفت و درآمدهای آن ضروری است. عقل عمومی بر ضرورت نظارت، شفافیت و پاسخگویی مسئولان در قبال تصمیمات و عملکردشان و مسئولیت‌پذیری در برابر منافع و مصالح عمومی به‌عنوان شاخص‌هایی جهت تحقق حکمرانی خوب و رسیدن ایران به جایگاه برتر حکمرانی در منطقه صحه می‌گذارد. سؤال اصلی مطرح‌شده این است که کارنامۀ مسئولان در تحقق حقوق مالی مردم در منابع طبیعی نفت و گاز از منظر عقل عمومی چگونه ارزیابی می‌شود؟ عملکرد مسئولان حاکی از برخی کاستی‌ها و مغایرت‌ها با حق مالکیت و تحقق حقوق مالی مردم در منابع نفت و گاز است که به شکل توصیفی و تحلیلی بررسی شده ‌است.  https://jplsq.ut.ac.ir/article_104165_65f90faf961f13cb739ecaeeb3fe0699.pdf
