This article examines how preventive diplomacy, as one of the instruments of international law, can be identified and applied to this end. Using a descriptive-analytical method and relying on library-based sources, the authors seek to explain the role of preventive diplomacy in the prevention of ethnic conflicts. According to the findings, identifying situations prone to ethnic conflict and issuing early warnings to take appropriate measures are of critical importance. Moreover, preventive diplomacy can operate at two levels: short-term (operational) and long-term (structural), both of which contribute to the effective and positive role of international law in this area. Operational preventive diplomacy aims to prevent ethnic tensions or crises from escalating into armed conflict. Examples include the deployment of diplomatic missions, the preventive stationing of United Nations peacekeeping forces, and mediation by prominent international figures. In contrast, structural preventive diplomacy targets the root causes of conflicts and seeks to reduce the likelihood of ethnic disputes through processes such as promoting and consolidating democracy, strengthening civil society, and monitoring violations of human rights and minority rights. توانمندی حقوق بین‌الملل در پیشگیری از منازعات قومی، یکی از سنگ‌محک‌های کارامدی آن است. چگونگی شناخت و به‌کارگیری دیپلماسی پیشگیرانه به‌عنوان یکی از ظرفیت‌های حقوق بین‌الملل، مسئلۀ مورد پژوهش این نوشتار است. نگارندگان می‌کوشند با بهره‌گیری از داده‌های کتابخانه‌ای و کاربست شیوۀ توصیفی-تحلیلی، به تبیین نقش دیپلماسی پیشگیرانه در پیشگیری از منازعات قومی دست یازند. بر پایۀ یافته‌های پژوهش، شناسایی وضعیت‌های مستعدِ بروز منازعات قومی و هشدار زودهنگام برای اتخاذ اقدام مناسب، از اهمیتی شگرف برخوردار است. افزون بر این، پیگیری دیپلماسی پیشگیرانه در دو سطح کوتاه‌مدت یا عملیاتی و بلندمدت یا ساختاری، می‌تواند به نقش‌آفرینی مثبت و کارامد حقوق بین‌الملل در این زمینه یاری رساند. هدف دیپلماسی پیشگیرانۀ عملیاتی، پیشگیری از تبدیل تنش یا بحرانی قومی به درگیری مسلحانه است و برای نمونه می‌توان به گسیل هیأت‌های دیپلماتیک، استقرار پیشگیرانۀ نیروهای حافظ صلح ملل متحد و میانجی‌گری شخصیت‌های برجستۀ بین‌المللی اشاره کرد. در سوی دیگر، دیپلماسی پیشگیرانۀ ساختاری، ریشه‌های اصلی درگیری‌ها را نشانه می‌گیرد و می‌کوشد از خلال فرایندهایی مانند ترویج و تحکیم دموکراسی، تقویت جامعۀ مدنی و پایش نقض حقوق بشر و حقوق اقلیت‌ها، علت‌های درگرفتن منازعات قومی را کاهش دهد.  https://jplsq.ut.ac.ir/article_104976_636537a1381e9b807cb1af1daf2b58c5.pdf
