With the expansion and stabilization of human rights standards, national monitoring mechanisms emerged in various forms, and the idea of international control and surveillance of detention facilities by international institutions became a reality with the adoption of the optional protocol of the Convention for the Prevention of Torture. This study aims to assess prison surveillance through internal inspections, analyze the effectiveness of independent national preventive mechanisms in various countries, and explore the potential platforms for monitoring Iran's prisons and penal services by examining international mechanisms. Based on the examination of rules, regulations, and existing procedures, inspections of prisons in Iran are conducted exclusively by the governmental authorities through internal inspection and judicial supervision. A significant step toward establishing impartial national monitoring of human rights issues will be the Iranian Parliament's approval of the bill creating the National Human Rights Institution. In light of the Iranian government's critiques of international organizations, the only potential international forum that may inspect Iran's jails and penal services is the Special Procedures of the United Nations Human Rights Council.  بازرسی و نظارت بر شرایط بازداشت و حبس، بخش اساسی سیستم حمایت از افراد محروم از آزادی را تشکیل می‌دهد. با گسترش و تثبیت موازین حقوق بشری، سازوکارهای نظارت ملی به اشکال مختلف پدیدار و با پذیرش پروتکل اختیاری کنوانسیون پیشگیری از شکنجه، ایدۀ کنترل بین‌المللی و نظارت بر اماکن بازداشت توسط نهادهای بین‌المللی به واقعیت تبدیل شد. در این مقاله تلاش شده است نظارت بر زندان‌ها در چارچوب بازرسی‌های داخلی بررسی و با مطالعۀ تطبیقی، کارامدی سازوکارهای مستقل و مکانیسم‌های پیشگیرانۀ ملی در کشورهای مختلف تحلیل شود و با بررسی سازوکارهای‌ بین‌المللی، بسترهایی که برای نظارت بر زندان‌ها و مؤسسه‌های کیفری ایران متصور است، تشریح شود. تحلیل ساختار قضایی، قوانین و مقررات و رویه جاری حکایت از آن دارد نظارت بر زندان‌ها در نظام کیفری ایران در چارچوب دو سازوکار درون‌سازمانی و نظارت قضایی و صرفاً توسط نهادهای حاکمیتی صورت می‌گیرد. تصویب لایحۀ تأسیس نهاد ملی حقوق بشر توسط مجلس شورای اسلامی گامی مهم برای تحقق نظارت مستقل ملی بر موضوعات حقوق بشری خواهد بود. در سایۀ انتقاداتی که از سوی دولت ایران به سازوکارهای بین‌المللی وارد می‌شود، تنها بستر فراملی که قابلیت بازرسی از زندان‌ها و مؤسسه‌های کیفری ایران را دارد، سازوکارهای ویژۀ شورای حقوق بشر است. https://jplsq.ut.ac.ir/article_106026_b3f302bfb31de2adcc41da38e38cf9a4.pdf
