These questions are generally relating to the legality of intervention. Although the Russian Government has based its intervention on the consent of the Syrian Government for combating terrorism, some believe that this intervention is in contradiction to the principle of non-intervention in the civil war. Under this principle, the foreign States are not allowed to intervene in the conflict to support neither the central government nor the rebellions. In the 70s the International Law Institute suggested that this principle has become a customary rule. However, there is no consensus on the status of this principle as a customary principle of international law. By considering the practice of States and the UN Security Council relating to the Syrian crisis, we can conclude that it is difficult to observe such a restriction on the intervention in the civil war in support of the central government. While there still exist restrictions on the intervention in support of rebellions, the consent of the central State negates the responsibility of the foreign intervening State against the rebellions and in support of the government. ورود نظامی روسیه به جنگ‌ داخلی سوریه در سال 2015، سؤالات حقوقی متعددی را مطرح کرده است. این سؤالات اغلب به مشروعیت چنین مداخله‌ای مربوط می‌شود. اگر‌چه دولت روسیه مبنای این اقدام را مقابله با تروریسم جهادی براساس رضایت دولت دمشق تعریف کرده است، برخی از تعارض چنین مداخله‌ای با اصلی به نام «ممنوعیت مداخله در جنگ‌های داخلی» سخن گفته‌اند. براساس این اصل، دولت‌های خارجی نمی‌توانند به‌ سود هیچ‌یک از طرفین درگیر اعم از دولت مرکزی یا گروه‌های شورشی مداخله کنند. مؤسسۀ حقوق بین‌الملل در دهۀ هفتاد میلادی قرن گذشته از عرفی شدن چنین اصلی سخن گفته است. با این همه هنوز در زمینۀ عرفی شدن این قاعده اجماع کاملی وجود ندارد. مقالۀ حاضر با بررسی رویۀ دولت‌ها و شورای امنیت در خصوص بحران سوریه و دیگر بحران‌های مشابه معاصر به این نتیجه رسیده است که امروزه به‌دشواری می‌توان از وجود چنین محدودیتی برای مداخله در جنگ‌های‌ داخلی به سود دولت مرکزی سخن گفت. به‌عبارت دیگر، درحالی‌که در مورد حمایت از گروه‌های شورشی محدودیت‌های مداخله همچنان پابرجاست، صرف رضایت معتبر دولت مرکزی نافی مسئولیت دولت خارجی است که علیه شورشیان و به سود دولت مرکزی اقدام به مداخله می‌کند. https://jplsq.ut.ac.ir/article_72970_32af1b1e580a0008c59017f812255eab.pdf
