The negation-of-domination rule significantly influences relations between the government of an Islamic state and foreign states as it effevtively bans any relationship that leads to foreign dominance over Muslims. Nonetheless, this rule has exceptions that allow a Muslim state to have relations with the international community. The Iranian legislature, for its part, has used the negation-of-domination rule to prevent foreign dominance. As for the compatibility of this rule with international standards such as the principles of non-intervention or sovereign equality, it should be noted that there are sometimes apparent contradictions between this rule and the said standards. In such cases the non-dominance of foreigners over Muslims prevails. قاعدة نفی سبیل از مهم‌ترین قواعدی است که نقش تأثیرگذار بر تصمیمات و سیاست‌های کلان جامعه اسلامی دارد. تمام روابط فردی و جمعی تحت‌الشعاع این قاعده هستند. این اصل در روابط دولت با بیگانگان نقش مهم و اساسی دارد و طبق این اصل در صورت تسلط کفار بر مسلمانان هر نوع رابطه نفی شده است. البته این قاعده مانند بسیاری از قواعد فقهی از جمله قاعدة «تزاحم» یا «نفی حرج» استثنائاتی دارد که راه روابط با جامعة بین‌المللی را گشوده می‌نماید. همچنین قانونگذار ایران با اجرای این قاعده در روابط بین‌الملل موجبات عدم تسلط خارجیان را مدنظر قرار داده است. در خصوص انطباق این قاعده با استانداردهای بین‌المللی از قبیل «اصل عدم مداخله» یا «اصل حاکمیت برابر دولت‌ها» باید گفت این قاعده با استانداردهای بین‌المللی گاهی در تعارض قرار می‌گیرد که در زمان اختلاف و تعارض باید عدم تسلط بیگانگان بر مسلمانان محوریت داشته باشد. https://jplsq.ut.ac.ir/article_87155_917b4d9a8c0c833392e61b905f197ccc.pdf
