Evolution of the role of regulatory institutions in the field of audiovisual communication in the digital age: Emphasizing the role and position of OFCOM and ARCOM
Objectives: The objective of this article, after the full description of the developments in the field of regulation regarding media and digital technologies, is a comparative review of the supervisory institutions OFCOM in Great Britain and ARCOM in France. Methods: This article is a descriptive-analytical method and using library sources after explaining the events and developments in the field of audio-visual communication, to examine a comparative and comprehensive framework for analyzing the similarities and differences of these two institutions. Active regulator pays. Findings: The findings show that while both OFCOM and ARCOM have common objectives regarding consumer protection, fair competition and content regulation, their approaches differ due to distinct legal frameworks and cultural contexts. OFCOM's wider remit includes telecommunications, broadcasting and postal services, while ARCOM focuses primarily on audiovisual content and digital media. Results: The results of this research highlight the best practices of both regulatory bodies and suggest that OFCOM's comprehensive oversight may provide valuable lessons for ARCOM in managing telecommunications alongside audiovisual content.
