Abstract
International law faces some legitimacy problems which because of the membership of the undemocratic states in global community has been remained unsolved and even is becoming more complicated. Sustainable development is a rather new concept of international law that could provide legitimacy for international law by improving democracy status in the system. By using descriptive – analytical method while considering three propositions in this article and recognizing the relation between them the issue will be determined: First, democracy means governing according to the votes of the people; second, legitimacy means being accepted by the people and three, sustainable development introduces democracy as its prerequisite and its result. International law needs legitimacy for creation and implementation of its provisions and sustainable development protects it by emphasizing on empowerment and public participation.
