Abstract
The pervasive sound and image that is born from the concentric networks has created challenges in various institutions in the country. In this article, an attempt has been made to provide solutions for the main challenges of regulation in the field of immersive audio and video. This goal has been carried out with library and documentary studies regarding these laws and regulations and an attempt has been made to answer the question of what are the legal challenges of pervasive audio and video in Iran ? How is the way out of it provided? It seems that the lack of a precise legal definition of surround sound and image, the monopoly of the sound and image regulator in our broadcasting system is based solely on an interpretative theory, the lack of participation of the executive branch in the regulation of sound and image, ignoring Licensing rules in the Ministry of Guidance, the lack of a guarantee of enforcement by the Ministry of Guidance and the criminalization of not obtaining a license for audio and video in Satra, the inefficiency of the Supreme Council of Cyberspace And not paying attention to the participation of the private sector is one of the most important challenges in this field, therefore, by creating a legal, coordinated and institutionalized regulator ,policy towards convergence in two short- term and long-term stages should be implemented along with the application of the posterior supervision of the issuance of operational licenses and the specification of the legal authority. The widespread criminalization of audio and video and increasing the guarantee of criminal execution in this area should be corrected.
