Food Security and Sustainable Water Resource Management in the Coastal Hinterlands of the Northern Persian Gulf: An Examination of the Cooperation Capacities of the Kuwait Convention within the Framework of International Environmental Law

Abstract
Food security in the northern Persian Gulf is directly linked to the sustainable management of water resources and the protection of the marine environment. Watershed management and aquifer recharge projects can reduce pressure on water resources and strengthen sustainable agriculture, while mitigating the environmental impacts of human activities. However, the transboundary nature and ecological sensitivities of the Persian Gulf require coastal states to coordinate and synergize their efforts through regional cooperation mechanisms. In this regard, the Kuwait Convention (1978), as the first regional legal and institutional framework, provides the necessary legal and institutional capacities for coordinating joint actions and protecting the marine environment. This article adopts an analytical approach to examine the role of the Kuwait Convention in enhancing cooperation among regional states for sustainable water resource management, food security, and marine environmental protection in the northern Persian Gulf. Assuming the requisite willingness for collaboration between the southern littoral states and Iran, the study employs a library research method to address whether the direct linkage of watershed and aquifer projects to marine protection can enhance regional cooperation capacities and whether improving the implementation and monitoring mechanisms of the Convention can effectively guarantee environmental sustainability and food security in this strategic region.
