چکیده
زمینه: موضوع قاچاق کالا و ارز در کشور، رخدادی کتماننشدنی است که آثار و عواقبی برای کشور در پی دارد. بر اساس آمار و شواهد رویکرد موجود در راه مبارزه با قاچاق کالا و ارز نتوانسته است این معضل را سامان ببخشد.
هدف: هدف این پژوهش، تحلیل رویکرد موجود و نقد آن در جهت تغییر در آن است تا به رویکردی نو و اثربخش دست یافت.
روش پژوهش: روش گردآوری دادهها، مصاحبه و روش تحلیل دادهها، تحلیل مضمون است. روش نمونهگیری، بهصورت هدفمند و گلولهبرفی است و برای جمعآوری دادهها، به خبرگان حوزة قاچاق مراجعه شد.
یافتهها: دادهها و یافتههای تحقیق شامل نظرهای مصاحبهشوندگان در خصوص مؤلفههای موجود در زمینة حکمرانی قاچاق کالا و ارز است که با تجزیهوتحلیل صورتگرفته، در قالب مضامین فراگیر، ارائه شدند.
نتیجهگیری: بر اساس نظرهای مصاحبهشوندگان رویکرد موجود در مبارزه با قاچاق کالا و ارز در شش مضمون فراگیر دستهبندی میشود: الکترونیکی، قانون، عملیاتی، فرهنگسازی، اقتصادی و قضایی. با وجود تنوع در مؤلفهها، مشاهده میشود که عمدة مؤلفهها، مربوط به دو نوع از مضمونهای الکترونیکی و قانون است.

چکیده [English]
Introduction: The smuggling of goods and currency in the country is an indistinguishable event that has consequences for the country. According to statistics and evidence, the approach to combating smuggling of goods and currency has not been able to solve this problem.
Purpose: The aim of this study is to analyze the existing approach and critique it in order to change it to achieve a new and effective approach.
Research method: The data collection method, the interview and the data analysis method are thematic analysis. The sampling method was targeted and snowballed, and smuggling experts were contacted to collect the data.
Findings: The data and research findings include the interviewees opinions on the components of the governance of smuggling of goods and currency, which were analyzed and presented in the form of comprehensive themes.
Conclusions: Based on the opinions of the interviewees, the existing approach to combating the smuggling of goods and currency is categorized into 6 broad themes: electronic, Law, operational, cultural, economic and judicial. Despite the diversity of components, it is observed that the main components are related to two types of electronic and law themes.
