چکیده
تأمین «امنیت غذایی» از جمله وظایف حاکمیتی است که دولت ها از حضور فعالانه در آن عقب نشینی نکرده اند. اصل 3 قانون اساسی، سیاست های کلی نظام و قوانین و مقررات متعدد، به «امنیت غذایی» و روش مداخلههای تنظیم گرانۀ دولت در آن پرداخته اند؛ اما نزدیکی و تداخل آن به اصطلاحات مشابهی مانند «ایمنی غذایی»، «تغذیه» و «حق بر غذا» و نبود برداشت جامع و مانع، کارکرد تنظیم گری دولت در این حوزه را با چالش روبه رو کرده است. این مقاله با روش تحلیلی – توصیفی و بررسی نظری و تنقیحی سیاست های کلی نظام و قوانین حوزۀ امنیت غذایی، به این سؤال می پردازد که دولت، وظیفۀ تنظیمگری خود را در حوزۀ امنیت غذایی به چه ترتیب انجام می دهد؟ نبود سیاست واحد در حوزۀ تنظیم گری امنیت غذایی، فقدان برداشت دقیق و متمایز از مفاهیم مشابه و همچنین تعدد دستگاه های متولی و تداخل وظایف نهادهای تنظیم گر و نظارتی در این حوزه، تأمین امنیت غذایی در ایران را با چالش روبه رو میکند.

چکیده [English]
Providing "food security" is one of the governance duties that governments have not backed away from actively participating in. The third principle of The Constitution of the Islamic Republic of Iran, the general policies and numerous laws and regulations in the country deal with "food security" and the method of government's regulatory interventions in it; But its closeness and interference with similar concepts such as "food safety", "nutrition" and "right to food" and the lack of a comprehensive understanding and barrier have challenged the government's regulatory function in this field. In this article, in particular, with the analytical-descriptive method and a detailed theoretical review and revision of the general policies of the system and laws in the field of food security, the question of what the regulatory legal indicators are in order to achieve food security in Iran's legal system has been analyzed. Finally, it has come to the conclusion that the lack of a single policy in the field of food security regulation, the lack of a precise and distinct perception of similar concepts, as well as the multiplicity of custodial institutions and the overlap of the duties of regulatory and supervisory institutions in this field, are challenging the provision of food security in Iran.
