The Universal Declaration of Human Rights has long underscored the principle that technology should benefit humanity universally, and those scientific advancements should be accessible to all. Although the "right to technology" is implicitly recognized in various human rights documents and has been explored by researchers, it remains one of the most neglected rights in terms of both normative development and practical implementation. This study aims to elucidate the normative framework of the right to technology by examining the rights and obligations outlined in international documents. The research categorizes these obligations into three primary duties: the obligation to respect, protect, and fully fulfill the right to technology. Additionally, it highlights a set of core minimum obligations that are particularly significant given the existing constraints on governmental actions.
