تأثیر فردگرایی بر محدودیت قدرت دولت

چکیده
از نگاه فردگرایان، اصالت از آنِ فرد است و دولت تنها در سایۀ وجود فرد و با هدف خدمت به او موجودیت پیدا می‌کند. دولت پدیده‌ای مکانیکی و مصنوع بشر دانسته می‌شود، بنابراین به‌سانِ یک ابزار باید به گونه‌ای طراحی و سازماندهی شود که بتواند انتظارات سازندگانش را برآورده کند. اما قدرتِ برآمده از افراد در دست دولتمردانی قرار می‌گیرد که تمایلشان به سوءاستفاده از قدرت، می‌تواند نه‌تنها خود دولت، بلکه افراد را نیز به ابزاری در خدمت مطامع و هوس‌های آن‌ها تبدیل کند. ازاین‌رو فردگرایان به جستجوی راهکارهایی برای مهار قدرت دولت اهتمام ورزیده‌اند. این پژوهش با هدف بررسی برخی از این راهکارها، در رویکردی توصیفی و تحلیلی به نظریات فردگرایان و اثرات آن در حوزۀ قدرت، به این نتیجه دست یافته است که فردگرایی با اعمال تحدیدهای ساختاری، هنجاری و رفتاری توانسته است قدرت دولت را با هدف تضمین حقوق و آزادی‌های اساسی افراد محدود سازد. تفکیک و توازن قوا، نظام نمایندگی، حاکمیت قانون، بی‌طرفی، شفافیت، مسئولیت‌پذیری و پاسخگویی، ازجملۀ این راهکارهای محدودکننده هستند.

چکیده English

From the point of view of individualists, the originality belongs to the individual, and the government exists only in the shadow of the existence of the individual and with the purpose of serving him/her. The government is considered a mechanical and man-made phenomenon, and therefore like a tool, it must be designed and organized in a way that can meet the expectations of its creators. But the power arising from individuals is placed in the hands of statesmen whose desire to abuse power can turn not only the government itself, but also individuals into a tool to serve their desires and whims. Therefore, individualists have tried to find solutions to control the power of the government. With the aim of investigating some of these solutions, in a descriptive and analytical approach to the ideas of individualists and its effects in the field of power, this research has reached the conclusion that, by applying structural, normative and behavioral restrictions, individualism has been able to limit the power of the government in order to guarantee the basic rights and freedoms of people. Separation and balance of powers, representative system, rule of law, impartiality, transparency, responsibility and accountability are among these limiting solutions.
