The Civil Aviation Organization (the CAA) of Iran, as the representative of State in air transport affairs and airports of country, after the prolonged years and ultimately on August, 2023, has acquired its statute, by virtue of the Law on Permanent Rulings of Development Plans of Country. The provisions of this statute, mainly are revolving around five axes: 1) laying the legal groundwork and basis for the development of civil aviation by the CAA; 2) the CAA governance in aviation industry; 3) providing the services by the CAA; 4) growth and excellency in the CAA and 5) cross- organizational interaction. This article first of all delves into the curtailment of the statute in terms of covering the four aspects of the Law on Permanent Rulings of Development Plans of Country (namely, administrative, employment, financial, and transactional) and referring those aspects to the relevant regulations. Subsequent to that, the present article, pays attention to the statute in respect of said five axes on the basis of a critical assessment.
