عملکرد شورای امنیت در مواجهه با پدیدۀ ابولا (Ebola) رویکردی نوین در حوزۀ سلامت عمومی

چکیده

در سال 2014 شیوع گستردة ویروس ابولا در قارة آفریقا خبرساز شد. در این اثنا، شورای امنیت با صدور قطعنامة 2177 در 18 سپتامبر 2014، شیوع ویروس ابولا در غرب آفریقا را تهدیدی علیه صلح و امنیت بین‌المللی و موجبی برای تحت تأثیر قراردادن اقدامات مربوط به حفظ صلح در این پهنة جغرافیایی اعلام کرد. این رکن سازمان ملل با تکیه بر مهم‌ترین مسئولیت خود طبق مادة 24 منشور اقدام به صدور قطعنامه کرد. تفسیر موسع شورای امنیت از مفهوم صلح پس از پایان جنگ سرد، ورود این رکن را به حوزه‌های مختلفی که احتمال آن می‌رود تهدیدی علیه صلح محسوب شوند، توجیه‌پذیر کرده است. به نظر می‌رسد تا جایی که عملکرد شورای امنیت در صدور قطعنامه‌های اعلامی منطبق با چارچوب اصول و اهداف تعریف‌شده در منشور ملل متحد و رعایت چارچوب حاکمیت دولت‌ها باشد، امکان استناد به قطعنامه‌های آن به‌منزلۀ منبعی معتبر در حقوق بین‌الملل عام تسهیل می‌شود.

چکیده [English]

In 2014, a massive outbreak of the Ebola virus on the African continent, made headlines. Meanwhile, the Security Council issued Resolution 2177 on 18 September 2014 Ebola outbreak in West Africa as a threat to international peace and security and thereby to influence the efforts to maintain peace in the geographical zone announced. The Security Council's responsibility by relying on Article 24 of the Charter extended interpretation of the concept of peace after the end of the Cold War, entering the this body of UN in different fields that it is possible to be considered as a threat to peace. The performance of Security Council in issuing of resolutions in accordance with the principles and objectives defined in the UN Charter and observance of state governance framework, ،may be uses as a valid source of general international law.
