چکیده

مطابق رویکردی فاعلیت‌محور نسبت به حق‌های بشری، حق بر تابعیت، با امکان‌پذیر ساختن زندگی سیاسی در چارچوب مرزهای یک دولت خاص و تضمین حدی از مشارکت برابر در تصمیمات سیاسی، پایه‌گذار خودمختاری اشخاص در زندگی عمومی می‌گردد و این همان امری است که در محوریت «گفتمان حقوق شهروندی» حضور دارد، پس از فهم گفتمان حقوق شهروندی از این منظر خاص، زمینه مساعد است تا برای قوام آن در فضای رسانه‌ای کنونی به سواد رسانه‌ای متوسل شد. به‌عبارت دیگر، مقالۀ حاضر در پی پاسخگویی به این پرسش بنیادین است که در جهان رسانه‌ای کنونی، که در آن رسانه‌ها نقش واسطه را دارند، چگونه می‌توان با تجهیز شهروند به‌حدی از استقلال و عدم انفعال، به نقش او در تنظیم قواعد حاکم بر زندگی جمعی قوام بخشید؟ در همین زمینه، سواد رسانه‌ای همان امکانی است که می‌توان به مدد دستاوردهای آن (از قرار فهم رسانه، تحلیل و ارزیابی انتقادی پیام‌های رسانه‌ای، اینکه چطور رسانه‌ها می‌توانند واکنش‌هایی را در تمام سطوح جامعه برانگیزانند و...) به گفتمان حقوق شهروندی در فضای رسانه‌ای کنونی، که با حضور مداوم تکنولوژی و رسانه‌ها در تمامی جنبه‌های زندگی انسانی توأمان است، قوام بخشید.

چکیده [English]

The role of media literacy in ensuring citizenship rights discourse According to a human-centered approach to human rights, with the right to citizenship as a human right, in the sense of political life of a person within the framework of certain state boundaries and guaranteeing a form of equal participation in political decisions, the autonomy of individuals in public life is ensured, and this is the same Based on the "citizenship rights discourse". Understanding the citizenship rights discourse from this particular perspective is favorable to be resorted to media literacy for consistency of this discourse in the current media space. In fact, the present article seeks to answer the fundamental question of how, in the present-day media world, the citizen is equipped to a degree of independence and activity so that on the basis of citizenship rights discourse the role of citizens in regulating the rules governing collective life is reinforced. in the same way, media literacy is the same possible that, due to its achievements (including from media conception, analysis and critical assessment of media messages, how the media can trigger reactions at all levels of society, etc.) the discourse on citizenship rights in The current media atmosphere with the constant presence of technology and the media in all aspects of human life has been consolidated.
