United States unilateral sanctions against Iran reduced Iran’s access to medicine and medical equipment during the COVID-19 pandemic and limited Iran’s cooperation with the international community for combating this pandemic. This article aims to study the legality of unilateral sanctions during a pandemic. More to the point, the nature and legality of the United States unilateral sanctions against Iran and their effects on trading medicine and medical equipment will be examined. By reviewing US sanctions laws and regulations, it will be argued that such unilateral sanctions are contrary to international law, in particular those which relate to the restriction of trade in medicine and medical equipment. Also, it will be argued that there is no legal basis to comply with these sanctions and non-cooperation in the provision of medicine and medical equipment by third states is inconsistent with their international obligations.
