The pervasive audio-visual media, born from convergent networks, has created challenges across various institutions in the country, highlighting the need for sector-specific regulation in this area. Media regulation has led to disputes between the Islamic Republic of Iran Broadcasting (IRIB) and the government. This article aims to evaluate the main challenges of regulation in the field of pervasive audio-visual media and to propose solutions. This goal has been pursued through library and documentary studies regarding these laws and regulations. The paper attempts to answer the question: what are the legal challenges of pervasive audio-visual media in Iran and how can a way out be provided? It seems that the lack of a precise legal definition of pervasive audio-visual media, the monopoly of audio-visual regulation by IRIB, the absence of the executive branch's participation in audio-visual regulation, the neglect of licensing laws by the Ministry of Culture and Islamic Guidance, the lack of enforcement guarantees by the said ministry and the criminalization of not obtaining a license for pervasive audio-visual media by the National Media Regulation Authority (SATRA), as well as the underperformance of the Supreme Council of Cyberspace and the lack of attention to private sector participation, are among the most significant challenges in this area. Therefore, a structured and institutionalized regulator should be established.
