The use of sanctions as a familiar term in the literature of law and international relations in the foreign policy of countries is not a new discussion and has been presented as a powerful tool in the foreign policy of nations at least since the end of World War I. The United States, especially since the twenty-first century, has systematically employed this type of strategy in its foreign policy against targeted countries. In this context, the question arises: can the United States' unilateral sanctions be considered a form of economic terrorism? It appears that the imposition of illegitimate unilateral sanctions, such as banking and pharmaceutical sanctions, as part of a broader strategy against the Islamic Republic of Iran, contradicts human rights regulations and international law and can be regarded as a clear example of economic terrorism. It is essential, in the pursuit of developing international law to combat economic terrorism, for international legal actions to be taken by members of the international community in the form of adopting and enacting an international convention.
