To regulate artificial intelligence technology in a manner that maximizes the utilization of its applications and opportunities while minimizing its risks, the design of a comprehensive regulatory framework is required. In designing such a comprehensive framework for AI regulation at the national level, one of the initial steps is to identify the competent institutions and structures active in this domain and to examine the duties and authorities of each. The examination of institutional and structural arrangements is of particular importance—especially when confronting an emerging phenomenon such as artificial intelligence, which has challenged the traditional structures of legislation, administration, and adjudication across different countries. The present study, employing a descriptive–analytical method, sought to examine the institutional requirements for policymaking and legal regulation of artificial intelligence in Islamic Republic of Iran. The findings indicate that a designated body should assume responsibility for subject-matter regulation of artificial intelligence. In addition, sectoral regulators should undertake regulatory action in AI-related matters within their respective areas of specialization. In designing regulatory institutions, five fundamental characteristics must be observed: institutional independence, stakeholder participation, transparency and accountability, specialization, and agility.
