New governance provides a theoretical framework for the two-way interaction between government and citizens, which requires effective organization of public administration structures. Its most important feature is inherent pluralism. It, therefore, follows multiple foundational principles. This paper aimes to explore the requirements of new governance, examine their interrelations, and look at the situation in Iran in this domain. Thus, using a library method, relevant resources were gathered, and regulatory tools, soft law, and public-private participation were identified as the main components. These were then analyzed descriptively and analytically, first independently and then in interaction with each other. Based on the research findings: 1. The three mentioned components have a relationship of convergence and mutual dependence; 2. A necessary prerequisite for their realization is the adoption of a decentralized approach to regulation; 3. Reforming the law on the implementation of the general policies of Article 44 is deemed essential for moving from state regulation towards decentralized regulation; 4. Establishing specific legislation regarding contracts between the private and public sectors, which can pave the way for the realization of new governance in public administration in Iran.
